A GUIDE TO SCRUM AND CMMI®: IMPROVING AGILE PERFORMANCE WITH CMMI

We come across a lot of very good information from contacts at PEDCO with Applied SAFe and the application of scaled agility in regulated environments. Usually we are not allowed to speak about such information. Recently we just came across a wonderful work of the CMMI-Institute ‘A Guide to Scrum and CMMI®: Improving Agile Performance with CMMI’. This publicly available Paper by the CMMI Institute lays out the agile manifesto, several practices (e.g. Definition of Done, Test Driven Development), its application and tailoring in relation to the CMMI reference model. With this recommended read, we would like to spread the word about scaled agility and agile practices in the development of systems in the context of regulated environments, specifically for companies having to comply with CMMI and additional reference models.

The paper describes typical problems arising in complex systems development and how agile practices (the guide talks about ceremonies / techniques) help to resolve such problems. Each agile practice is then mapped to relevant CMMI Process Areas. This guide is a great help if you want to do agile and, either required by customer or as a quality standard for your own improvements, want to map SCUM-Practices to the various CMMI-Process Areas.  The paper states that the Capability Maturity Model Integration (CMMI)® is being used increasingly around the world to build scalable, resilient, high performance organizations and empower those organizations to deliver on the promises of agile approaches.

We were happily surprised to find people from the industry (authors of the Guideline) sharing our understanding, that agile and regulated perspectives share the same goals of quality and the satisfaction of customers. As the paper points out, agile and regulated perspectives have differences in emphasis on development productivity and predictability, but this does not make them incompatible.

This recommend paper also discusses that some different cultural context of early adopters led to confusion around the relationship between the CMMI and agile within the US. The paper states, that the CMMI is methodologically agnostic and can be applied to improve the performance of an organization, whether it is using traditional work management methods like “waterfall” or other approaches like Scrum, Kanban, Critical Chain, or Spiral. This statement can be supported by PEDCO, as it also reflects our experience. The paper also talks about confusion and misunderstandings that the CMMI prescribed their existing practices. Common wisdom began to misunderstand the CMMI as a prescriptive process that was an alternative to other methods, rather than a flexible model that aligned any method to an organization’s goals, filled gaps in the value chain, and installed a culture of continuous improvement to elevate the strategic alignment and performance of the organization regardless of the particular methods in play.

Although the paper does not talk directly on principles like ‘Customer collaboration over contract negotiation’ , ‘Individuals and interactions over processes and tools’, ‘Working software over comprehensive documentation’ or ‘Responding to change over following a plan’. It is very helpful to get ideas on how to map agile practices in an organization to their own agile processes.

As CMMI talks also about continuous improvement it asks also for enterprise level process areas like e.g. ‘Organizational Process Definition’ and ‘Organizational Process Focus’. Such considerations are also reflected in Applied SAFe and we recommend establishing such processes in any organization which just wants to get better in der daily work.
